A legacy of most transition economies is the combination of high achievements in all measures of educational attainment with laggard levels of per capita GDP. Therefore growth prospects of transition economies significantly depend on their ability to capitalize on and sustain their human potential. The dramatic changes in the provision of education are thus an important aspect of their economic transition.
