Among technical regulations and standards, sanitary and phytosanitary (SPS) regulations occupy a particularly relevant place in the regulators’ agenda, because of their primary aim of protecting citizens from everyday food hazards. This has become a virtual minefield for trade policy-makers as national differences in risk perceptions and tolerance can be manipulated or exploited to protect domestic industry from international competition (Howse and Trebilcock, 1999).
